More plans and new clarifications

Lol, my guess was right, the United Servers of Club Penguin was and army. Anyway, my apologies. We’re happy that you’ve become active to us again. We’ll give you as much priviledge as we can when we get everything straight.

Summary and other things below this:

“I think that you should call a vote of the CPUN SC and GA.
1) Have someone be in the position of temporary president and someone be in the position of temporary prime minister until a constitution is worked out. You could be temporary president, but I think the temporary prime minister must be appointed on approval of the armies’ general assembly ambassadors.
2) We should figure out how the GA representatives should be selected. I think the SC representatives should remain appointed by the army leaders. I know that by custom both SC and GA representatives are selected by the governments of the armies. But this is done without the approval of the armies’ citizens. We should have a vote on whether the General Assembly members should be
a) appointed by army governments without the approval of their citizens
b) appointed by army governments with the approval of their citizens
c) appointed by army governments with the approval of a parliament or congress that has been elected by the citizens of the armies
d) directly elected by the citizens of the armies.
e) Armies decide for themselves how to pick their representatives.
2) If no option gets a majority, have the top two options make it to the next round, and then we shall now know how people want to pick their GA representatives.
Also, I there should be a vote on the Security Council as well. My suggestion is each army has one permanent representation seat on the Security Council, and the top 5 recruiters of the month all get seats on the Security Council. We should decide on whether the permanent seats should be:
a) appointed by army governments without the approval of their citizens
b) appointed by army governments with the approval of their citizens
c) appointed by army governments with the approval of a parliament or congress that has been elected by the citizens of the armies
d) directly elected by the citizens of the armies.
When the new constitution is put together, we must decide how the President is elected.
a) elected by the SC and the GA only
b) elected by the SC and the GA and the legislatures of the armies
c) elected by the SC and the GA and the citizens of the armies
d) elected directly by the citizens.
3) After that we should then vote on the new constitution. My suggestions for the constitution are:
Part A) General Assembly and Security Council are separate houses of a Parliament. Parliament will vote on whether to declare war, and resolutions, and stuff like that. Wars and Resolutions must be approved by both Houses.
Part B) This depends on how they want to decide the SC representatives.
Part C) This shall depend on how people vote on how the GA representatives are decided.
Part D) President: Appoints Prime Minister on approval of General Assembly. Also calls new elections of the General Assembly if we pick option d for General Assembly selection. Can call emergency meetings of Parliament and Council of Ministers (more on that later). Also advises the Council of Ministers.
Part E) Prime Minister: Must be an army’s representative on the General Assembly or Security Council. He appoints Council of Ministers to manage the CPUN. Suggested Ministerial Posts:
Minister of Internal Relations (basically, tries to help relations between armies in CPUN)
Minister of External Relations (Basically, manages relations with other alliances)
Minister of Practice Wars (Manages Practice Wars)
These Ministerial Posts should be voted on by the GA and SC. Someone in the SC or the GA must propose a new Ministerial post, and new Ministerial post must be approved by a majority of the SC and the GA, as well as the President.
Part F) Constitutional amendments must be approved by 2/3 of the SC and the GA, as well as 3/4 of the citizens of all the armies, and 2/3 of the army governments.
I would like everyone to make suggestions on the Constitution. You guys are the ones who run CPUN now. So if you feel there is something wrong with the constitution I suggested, suggest changes to the constitution I suggested. Then Mr Deedledoo (I hope) will try to put all the sugestions together into a newer better constitution, and the SC and GA will vote on it.“

Ok, If you’ve read that, good. I’ll summarize it for ya’ll. It’s about descisions. About new changes. Also about creating a new constitution. But why make the temporary President and temporary Prime Minister do the temporary work instead of us ourselves? It’s just a question.

Now we follow this plan along with the rest of the plans. Ktman, yes, maybe you should give us some important reports on the ACP and the CPR every now and then so that we know what’s going on.

Now, I’ve cleared a few of our members from the members list. Jedi, do you know where Manjensen is? Oh yeah there’s also a cool party that’s inviting all armies. I’m not saying we should go there as the CPUN because no one would even mention our name, I know it. So go there as yourself with your army. If you have the time, you could probably invite other people to come to the CPUN site, that is… if you have the time. Now, the schedule? I’ll give it to you tomorow if you still don’t know it. I’m running out of time for now.
