1. Nations can make their own decisions
2. Nations can participate in CPUN practice wars
3. Nations can send a representative to the GA to vote on decisions, judges, and non-permanent SC members.
4. Nations can appeal to the CPUN in the case of international law being broken, or when they need allies in a case of war.
Everytime a GA (General Assembly) is held, a representative from each participating army must attend (if they can).

Hello mrdeedledoo. I am ktman, the leader of the fast growing Club Penguin army, The Club Penguin Rangers. If there is any way I can partcipate in your wonderful community, I will do what I can.
Hmm…I see your army doesn’t like the ACP, an army that I am in. (But not leader of) I’ll tell you what. I won’t help ACP in the CPUN unless they join the CPUN. (Well I can’t anyway because the Secretariat doesn’t have any powers except arranging meetings where everyone votes, or at least not yet.) You see, decisions on general things are made by the General Assembly (which every nation has 1 representative in), decisions concerning the Security of Club Penguin are made by the representatives of the 15 nations on the Security Council, and decisions concerning international law are made by 5 judges.
I know this is would be really bad for the ACP if you took it, but I am giving your nation the option of being a permanent member on the SC because you are one of the first 5 nations to join.
Other than the fact the SC makes decisions on the security of Club Penguin and you would have one vote in these decisions, you can have up to 2 soldiers as moderators on this site. (Well, we don’t have that yet because Mr Deedledoo hasn’t decided if he wanted that, but if he does that probably would increase the number of nations that want to join. Mr deedledoo will have to approve of your soldiers that want to be mods though, because it’s his site).
I do accept your offer. Also, could I be one of the soldiers who gets the moderator job?
Well the moderator thing is something that Mr deedledoo has to decide on but I know he already decided the 1st 5 to join are offered one of the 5 permanent spots because he said he wanted the Navy to be one of the armies in those 5 permanent spots.
Oh and another right should be this: to protest decisions of the SC to declare war on their army/nation. In that case, the GA would vote on it. If the majority votes yes in the GA the Judges can vote on it if the army still protests. If the majority of the Judges say yes and the army still protests, then the Secretariat votes on it. I hope that it can have more members in the future.

Okay, I guess we can’t get the bigger armies to join this thing. *Sighs* What shall we do? Maybe I should quit ACP for the CPR?
Okay, I’m not quitting, even though I feel sorry for all those smaller armies. The CPUN can be their voice, though, considering small armies can’t “hold on to territory” and participate in ANTA.
This is their place. The Navy is also a small army. We must invite other armies BIG or small. Big armies sometimes take to much pride and forget about others. Welcome CPR!

Okay I’m still sticking with the ACP but I’m not as enthusiastic as I once was. I was once so enthusiastic I made this name I use now.
In the meantime Navy needs to recruit. Really badly. I will try to recruit for the Navy and the PRA…sometime…
Oh! I have another idea! Every group that is in the CPUN gets added to our blog roll and (hopefully) returns the favor. That way CPUN can become better known and groups can get more hits and (hopefully) members.
